LAGOS, NIGERIA — The Commission of the Economic Community of West African States (ECOWAS) has concluded the final technical validation meeting of member state mining commissioners, geological directors, and fiscal policy experts in Lagos, unanimously approving the revised ECOWAS Mineral Development Policy (EMDP) and its binding implementation matrix.

The landmark framework establishes stringent regional criteria mandating minimum domestic processing thresholds for bauxite, lithium, iron ore, and manganese before export clearance is granted at coastal ports. Delegations from Nigeria, Ghana, Guinea, Côte d'Ivoire, and Sierra Leone agreed to harmonize extraction royalty brackets and cross-border anti-smuggling taskforces along historic transport routes.

Director of Energy and Mines at the ECOWAS Commission Bayaornibe Dabire stated that the policy marks an irreversible shift away from the colonial extraction model toward industrial sovereign capability. 'West Africa can no longer remain a passive exporter of raw minerals while importing finished industrial components at twenty times the valuation,' Dabire declared.

Under the agreed roadmap, member states will institute harmonized laboratory assay standards by the third quarter of 2027 and establish regional smelter consortia, ensuring that lithium and cobalt mined in West Africa feed directly into nascent regional electric transport and battery storage plants.
