- Policy priority shifted toward low-barrier digital formalization and micro-credit.
ACCRA, GHANA — The Ghana Statistical Service (GSS) has released the benchmark summary of the 2026 Integrated Business Establishment Survey (IBES II), presenting an exhaustive diagnostic of the nation's commercial anatomy across all sixteen administrative regions.
The census enumerated 2.64 million business establishments across manufacturing, retail, hospitality, and tech services. Crucially, the data established that 92.1% of these businesses operate in the informal economy, with micro-enterprises employing fewer than five persons constituting nearly 88% of all recorded commercial entities.
Government Statistician Professor Samuel Kobina Annim noted during the Accra presentation that while the informal sector serves as the primary engine of youth and female employment, the lack of formalized accounting frameworks severely restricts access to commercial bank lending and export credit lines under AfCFTA corridors.
The report recommends the rollout of simplified digital tax identification and micro-insurance programs, which the Ministry of Trade and Industry confirmed will be integrated into the upcoming National SME Transformation Directive.
