FARMINGTON, LIBERIA — Delivering the opening presidential keynote at the Liberia International Mining and Energy Conference & Expo (LIMEC 2026) at the Farmington Hotel in Margibi County, President Joseph Nyuma Boakai announced a sweeping structural overhaul of Liberia's natural resource extraction architecture.

Addressing more than 600 global mining executives, sovereign financiers, and diplomatic envoys, President Boakai disclosed plans for the establishment of the state-owned National Mining Corporation of Liberia, a dedicated Sovereign Wealth Fund to preserve mineral windfalls for future generations, and the construction of Liberia's first domestic gold refinery.

President Boakai noted that despite more than 80 years of foreign iron ore and gold concessions, the nation has remained impoverished by an extraction model that exports raw dirt while importing finished tools and building materials at inflated costs.

'The era of uninhibited raw mineral evacuation from Liberia has come to an end,' President Boakai declared. 'Our administration’s ARREST agenda mandates that mining investments must generate domestic processing industries, industrial energy infrastructure, and living wages for Liberian citizens.'
